The flag display is part of a longstanding community service project organized by the Jonesboro University Heights Lions Club.

According to a press release, the club provides the flags, poles, and brackets to local businesses for a $50 annual fee. Club members volunteer to display the flags at least ten times throughout the year on national holidays and special occasions.
