$100K bond given for Jonesboro man accused of intentionally ramming victim’s car, violating protection order

Jonesboro, AR – (JonesboroRightNow.com) – Police arrested a Jonesboro man after they said he intentionally rammed his truck into a victim’s vehicle, prompting the victim to fire a gun in self-defense

District Judge Tommy Fowler found probable cause on Jan. 16 to charge 47-year-old Phillip Blake Mink with the following:

Class A Felony: Criminal attempt
Class C Felony: First-degree stalking
Class B Felony: First-degree criminal mischief (property of another with a value of $25,000 or more)
Class A Misdemeanor: Violation of a protection order

According to the affidavit, on Jan. 15, Jonesboro police officers responded to a home for a violation of a protection order. Officers met the victim, who told them Mink had been harassing her despite the order being in place.

She explained that Mink had come to her home and tried to get the victim outside by ringing the doorbell repeatedly and banging on the windows. The victim refused, and Mink continued to text the victim several times. The victim gave a description of Mink’s truck to officers, and they left to find him.

The affidavit said that an officer was sitting in front of Kroger’s facing Wilkins Avenue when the victim pulled up beside him while on the phone with Mink, who could be heard yelling at the victim. During this time, Mink drove by, driving on Wilkins toward the victim’s home.

The officer attempted to conduct a traffic stop on Mink, but Mink made a U-turn, cutting into the grass in Kroger’s parking lot. He then began traveling at a high speed toward the victim’s vehicle and intentionally hit it while she was sitting inside. Police said the crash had “disabling damage” to the entire front of the victim’s vehicle.

Police said Mink exited his vehicle almost immediately after and ran toward the victim’s vehicle on the driver’s side. The officer on scene then heard a single shot, with Mink saying, “She shot me. She shot me.” Mink was placed into custody immediately, and police said he was not shot. The affidavit said the victim fired the shot because she was in fear for her life.

During Friday’s hearing, Fowler noted that Mink had multiple protection order violations in the past with the victim as recently as 2025. Fowler told Mink it was clear to him that Mink “doesn’t care what a court orders you to do.” Therefore, Mink was given a $100,000 cash-only bond. He was also given a new no-contact order with the victim and must wear a GPS ankle monitor upon release.

Mink’s next court appearance is scheduled for Feb. 27.
